Born on October 31, 1939, in Longview, Washington, Father Joe Maier faced personal hardship early in life. After being abandoned by his father, he developed a profound calling to protect children from the suffering he had experienced. This path led him to the Redemptorist order.
Welcome to Klong Toey
After studying theology and urban planning, Father Joe was sent to Thailand in 1967. While his early missions were in rural Lao-speaking and hill tribe areas, his true life’s work began in 1972 when he arrived in the “Slaughterhouse” neighborhood of Klong Toey, Bangkok.
The Human Development Foundation – Mercy Centre
In the early 1970s, Father Joe Maier met Sister Maria Chantavarodom. Together, they founded the Human Development Foundation (HDF) – Mercy Centre. Their first project was a humble school established in a converted pigsty.
Today, the Mercy Centre has transformed into a massive support network that protects children from:

2. Sexual abuse and exploitation
3. Drug dependency and extreme poverty

Sister Maria Chantavarodom stands as the heart and soul of the Human Development Foundation – Mercy Centre, having dedicated over five decades to serving Bangkok’s most vulnerable populations. Born in Macau and raised in Thailand, she is a founding pioneer of the Daughters of the Queenship of Mary Immaculate, where she has held leadership roles including Mother Superior. Her journey in the Klong Toey slums began in 1972 alongside Father Joe Maier; together, they started with a humble health clinic in a rented shack to provide essential care to those with nowhere else to turn. This spirit of quiet determination and humility helped shape the foundation’s mission to reach the “poorest of the poor,” establishing a legacy of listening closely to the community’s deepest needs.
Sister Maria’s Work Evolved Due to AIDS Epidemic
As the challenges of the community evolved, so did Sister Maria’s tireless advocacy for education and health. She was instrumental in launching kindergartens within the slum areas, recognizing that early childhood education was the key to breaking cycles of poverty. When the AIDS crisis emerged in Thailand during the 1990s, she spearheaded compassionate responses by developing a hospice for adults, a home for abandoned mothers and children, and an extensive home-care program. Today, her lifelong commitment continues to guide the Mercy Centre’s work in child protection and community development. Her legacy ensures that the families of Klong Toey are consistently met with dignity, hope, and unwavering care.

Roots of Resilience and Faith
Before his journey brought him to Thailand, Joseph Maier’s path was shaped by early adversity in his hometown of Longview, Washington. Born to Helen Childs and George Maier, his parents separated when he was just five years old, leaving him to be raised primarily by his uncle. Finding solace and a profound sense of purpose in faith, he entered a California Redemptorist seminary as a high school freshman. This early commitment to service culminated in his assignment to Thailand in 1967, laying the groundwork for a life radically devoted to the marginalized.
Expanding the Network of Hope
What began alongside Sister Maria Chantavarodom in 1972 as a single, modest preschool has since grown into an institutional lifesaver for families across the capital. Over the decades, the Human Development Foundation’s educational footprint expanded into a network of more than 30 schools throughout Bangkok, providing foundational futures for an estimated 35,000 graduated children. The scope of Mercy’s reach grew even further in the wake of the devastating 2004 Asian Tsunami, as the foundation deployed rapid relief teams to remote southern villages spanning from Satun to Ranong, proving that Mercy knows no geographic boundaries.
The Milestones of Mercy
The physical landscape of our mission shifted dramatically in the year 2000, thanks to a transformative gift from Atlanta businessman and philanthropist John M. Cook. This generosity allowed for the construction of our modern multi-structure compound—housing our 400-pupil kindergarten, legal aid units, and healthcare hubs. The gift also safely relocated Father Joe out of the harsh, toxic environment of the slaughterhouse slums to a home on the Mercy grounds. Over the years, this sanctuary has drawn global attention, welcoming international advocates and dignitaries alike, including actor Richard Gere, Lichtenstein royalty, and U.S. President George W. Bush.
A Philosophy of Grace and Recognition
Father Joe’s unique approach to ministry is deeply rooted in his profound respect for the diverse spiritual tapestry of Thailand. He has frequently noted that it was the neighborhood’s Buddhists and Muslims who truly “taught him how to be a Christian,” forging deep interfaith bonds built on mutual humanity rather than dogma. This lifelong devotion to the Thai people has not gone unnoticed. In 2004, Father Joe was deeply honored to be personally recognized by Her Majesty Queen Sirikit, who commended him as the foreign national who has made the most significant contribution to the safety and protection of women and children in the Kingdom.
